Scissor makers often use (black) paint on the bows to cover up the parting lines from the forging process. Most of the work on these shears involves grinding and polishing the bows. Later, plastic was used for it for the same reason. It's great to see you've removed those edges. Well done 😊
Sadly they are at the end of their life, been sharpened so often the hollow ground on the back is gone and so is the curve of the blades. There should be a spring washer that goes under the nut that pushes the blades together and keeps the nut from unscrewing every time you open the scissors. The handles had a thick coat of lacquer on them and there was nothing on the blades.
