There are two different ways to use thor between these two sets imo. with merciless you can have the a3 on but the a2 will be your biggest damage, because of the 4 piece bonus it might even be better with cycle of violence to turn off the a3, but the a3 and passive will still do massive damage as well because they both benefit from the ignore def. With 9 piece slayer your passive and a3 will get better and you want everything on to proc the passive as many time as possible. but you lose on the unmitigated single target dps of the a1 and a2 that wont benefit from slayer 6 or 9 piece bonuses. From that alone it feels like merciless is the better option always(especially with all bonuses, helmsmasher, a2 books and cruel), but i dont have comparable sets nor the soul yet to test how these two ways of playing him might end up. thanks for the showcase
