They're cranes. (I find them rather spooky in that pose in which they are shown on the lamp-posts!). The place is the Haratsuru Onsen (hot spring) -- the _tsuru_ part means "crane", and one story about how it got its name is that it was first discovered by a bathing crane. (BTW, the large Coca-Cola sign at 1:20 has gone now!)
