I don’t know how true it is(haven’t read the manga) but I read somewhere that Tobirama’s motive for making the Uchiha the police force wasn’t segregation influenced, it was more so because of their sharingan genjutsu abilities. He believed they had the best chance to neutralize ninja level threats with minimal collateral damage done within the village.
