I strongly believe Kocho had some feelings for Tomioka, but she didn't want to be in a relationship as it would get in the way of her plan to be eaten by Douma. She also probably knew Tomioka would try and stop her if she told him her plan and she didn't want to hurt him, so she tried to encourage Tomioka to open up and talk with the other pillars so he wouldn't be lonely after she died (Although she was a lil mean about it but not as bad as people make it out)
