His voice sounds incredibly, uh... I think 'forced' is the word? Or at least, clearly as if the VA's just very obviously reading from a script without any proper acting.
Is it though? I don't think "forced" is true here. That's just how he sounds. If you're saying he's not acting up to the animations of the character, then that's the animator's fault since usually voice over comes first.

I hear it more like an accent, someone who doesn't natively speak English. Especially combined with the face. That might just be me, though.
