Inside it lies a transparent plastic cylinder or something that occupies all the volume except the 250 ml of space i.e. to be filled with the liquid. Analogically, let's say you took a mug full of water and put your hand inside it in the shape of a fist then water will flow out of the container that will be volumetrically equal to your hand(fist).
