He's my favorite guard. He doesn't tolerate any nonsense and allows his horse some safe space from these strangers.

That sign,the way it's worded it looks like the horses have been given permission to bite or kick if they feel up to it. They MAY.

It is meant to symbolise peace or in some cases, victory. A lot of the young far eastern visitors appear to do this as it perhaps holds more meaning for them. Churchill was seen to use this symbol during WWII and hippies in the 1960's. In the UK, holding the palm around the other way symbolises something very different.
It means peace..
