In the polearm siege you were getting hits on the handle of your weapon, hence the low/no damage. not to mention with polearms speed is really needed so it's one of the biggest improvements when leveling the skill. Just remember to be aware of the distance you need for the head of your polearm to swing and hit. Every polearm has a different distance so its probably one of the hardest weapons to be accurate with. Watching later into the video you were having the same thing with the mace, but with the mace its not as prevalent in showing damage difference.

From what I gather, it's probably a mix of having the mods manually installed, the game set to a specific build that is stable and compatible with all mods, and finally, configuring the mods to ensure maximum compatibility
I cannot give you any specifics and it would be best to consult the relevant communities about this but have a decently sized budget and get as good parts as possible. Look at the games you wanna play and take note of what is listed as the RECOMMENDED specs. Note what is the highest among them and look for something stronger. You'd want a strong CPU and Graphics Card with sufficient RAM (16gb is the current standard afaik, but 32 might be the new way soon enough). Get an SSD of good size for game storage. You'd need to ensure what parts are compatible with the motherboard you'd be aiming for. Those are the general ideas I myself can give you about this.

I think it's two handed that's why you're slow with your siege equipment
