I've seen '77 Minutes' it's a great documentary and I commend Mr. Minn for making it, but in my opinion, the only reason 21 people died that day was because of a sub-human maniac and no one else.
77 minutes is reference to how long it took to extinguish the carnage. Jerry Sanders didn't like being bothered while in Mission Valley the time, said "his pager wasn't working." SWAT was the only one authorized the time to stop Huberty. Uvalde was gross incompetence that cost the innocent people.
