For the scrolling timeline couldn't you just use the transform effect and add shutter angle for the blur?

I did experiment with using transform, but the blur it produces doesn't look as nice

for scrolling timeline my premiere pro just disappeared or cut the text which is off the screen and does not comeup when i move keyframes in posiition horizontally

The parallax effect is fine overall but i find the first two seconds to be the best, from second 2 to 6 it the background image looks bad

Update: turns out my image had black bars on top and bottom to begin with. all i had to do was make sure it was fully in frame and then whatever the video said about go from 100 to 120 in scale i adjusted by 20 (so my original scale is 150 i go to 170). now it looks better
