I'm not a Mac user, and I too wish it would be available on other platforms too. However, if you're into design, you have to get a Mac. It's so widespread amongst design people. They could've chosen Figma, which is a nice alternative to Sketch (though not as powerful), which can run in a browser.
It seems clear that iOS oriented development is in the primary focus of this Design push. Google wants more cross-platform apps to be developed. And even developing on Flutter, to polish iOS variant of your app, that was fully developed on Linux, you still need Mac and it's pity...
Not being able to develop iOS apps on Windows with Flutter is not because of Flutter itself but because of Apple not allowing it. Also hope they make a similar design plugin as the one for Sketch, only for Figma(similar but available for Windows users).
Ok, I found the answer. It was a demo of project from gallery.io/ site. You can upload your project later to share the results with the team and it has already in-built preview inspect tool. Quite useful :D

since i'm into the android development for 7 or 8 months now, i can tell you, companies do most of the time only the backend stuff, you'll still have to hire a separate designer, you can ask the company to do the designing stuff themselves, since most of them nowadays have their own designers, but they'll charge you extra for that, and will constantly ask you for your feedback, since it's gonna be your app after all,, and note that it is the responsibility of the developer or the company that you're hiring to publish the app across different app markets, with play store being the most preferred one,

The new tools are too late. Designers and developers are already using zeplin and atomic design approach.
