If only I could understand german as this is one of my favorite EM4 mods but to my knowledge, there is no English version.

There is an English Translation as you saw when Alex was on the radio it was in English it still speaks German but the options to talk to dispatch are in English. Look up Alex's video on the English Translation. I think he linked it in that video.
