Density only decides which liquid stays above or below. Oil does not dissolve into water because oil is non-polar and water is polar. Polar and non-polar compounds never dissolve into one another (unless there is some chemical reaction due to heat etc.) In order to dissolve into water, oil has to break some hydrogen bonds of the water, which the water does not allow. So oil doesn’t dissolve. On the other hand, soap is partly polar and partly non-polar. Its polar end dissolves into water and its non-polar end dissolves into oil making a triple solution.
