I think that the weather warfare at low fusion is good only if your fighting character can apply freeze. Other than that, ceremonial pipe is best at any fusion.
I remember my first time playing this battle, I had no tower epics, no brutality and friendship gears. Fire God Liu Kang took forever to defeat 😅. He healed every single time and refused to die. It took me days to defeat him.

Weather warefare is relatively useless unless maxed out. You're better fusing up ceremonial pipe now as it has so much more versitility when also not maxed out.

Weather Warfare at fusion X gives freeze on opponent's tagin similarly Ceremonial Pipe gives 30% chance for random buff on combo ender....... Therefore scenarios are literally the same........
