Now Oscar nominated as the star of "Get Out" :) Even in early roles like this, you can tell the man has talent - he conveys a lot with just facial expressions and body language, clearly "gets" what Harry & Paul were doing, and his smiles and little victory dances when he tickets people are awesome :)
He's just a man with a job to do, and the law on his side. You've got nothing to fear from Parking Pataweyo as long as you remain fully compliant with all parking directives as outlined in the Highway Code and enforced by the UK Road Traffic Regulation Act 1984.

This is a real phenomenon of migrants who perform public facing jobs but are complete moral aliens, unable to grasp the pro-social, trust based cultures of Europe and East Asia. They were the most cruel enforcers of covid restrictions. An encounter with a parking Pataweyo is demoralizing. They're here but they aren't there for others. Then you may start to believe you've been lied to about migration.
I think you need to think about things from their perspective. They need this job to survive, so they cannot risk to not do it properly. All parking attendants are like this, not just the ones not born here.

A passenger could explain that missing the bus for not having a mask would result in being sent back to prison for missing their parole officer. The dilemma does not register. Every time I meet them I get a feeling they'd feel no compunction ignoring a dehydrated man's request for water.

Out of personal experience, I can say that the sorts being depicted in the vid are in fact ruthless, merciless, unsympathetic, emotionless and above all overridden by greed. They'll go to any length to get that commission...and if you make the mistake of trying to appeal to their "humane" side, you'll be met with severe arrogance. Cue the music 🎶
