Sorry for late replay Manasa. hmm, maybe the plugin has some country restrictions, you can check them there. I'm not familiar with google maps plugin? In general you can restrict google maps / places api to a country/ city.

yeah for maps, you need the maps api. To select the address, you need places api. The plugins are sometimes buggy or then you need to give it 5-10mins for the api to update. Alternatively, if you don't want to have the hassle with APIs you could also embed a google maps as an Iframe.
they count request to their servers for the Places suggestion. I think easiest way is to just monitor how much they will charge you during the free period (so they will actually add $300 to your account, and then it will start getting charged based on the usage)
just go to your developer console, and I think it's in the billing or maybe quotas. But in any case there is also a banner on top telling you how much you have left from the $300
