@@reenablackburn3133 look at the cats behavior. Its licking its self, also known as grooming, while the person is scratching the base of the tail. The cat is associating that with grooming. Mating cats don't behave this way. Well, at least, this is what I believe it to be.

I've also read that being pet in general stimulates a "co grooming" response. So they basically feel strongly like they need to lick when they are being petting. Since there isn't another cat there, they lick themselves, or you, whatever is easily accessible.

My cat(a persian i think) is kinda similar. Whenever I scratch that particular part of her backside she always finds something to scratch the side of her cheek on, and she does so with great fervor

The biggest reaction I've ever seen is that they raise their tail to show they like it, but they don't then act strangely or lose control of themselves or anything. My Elcy-Rin likes being scratched there, especially while she's eating, but she doesn't go nuts, she just likes it normally, she'll also raise her tail while she's eating if I pet her or scratch her anywhere else.

Tried this with my own cat. He turned around and slapped me. He is usually very friendly, but the message was clear, "keep off my butt"!
Same with me and my grandma's white male cat. He's ferial and he used to slap me a lot even when I tried to pet or kiss his head.
That spot is hard to get to when they groom themselves. So it's a sweet spot for itchiness. You scratch that spot they go crazy.
It gives them cat orgasms lol, it has multiple nerve endings in that specific spot, just like our 😺’s
