The voices sound like that in the game because of the audio compression, actually they dont have any reverb or any other post processing, its just the bad audio quality

It's not like looking for early stages of games like San Andreas, where the 3D in GTA already existed, take in mind that this game was the first one in true 3D, so this makes those missions even more unique and special, because they were trying some concepts for the first time. That is why Grand Theft Auto 3 will be forever a legend and nobody will dethrone such game.
Tbh I feel the same way about 4 for many reasons. It's better than V imo because of that experimentation that they toned down massively for V for casual appeal which was a huge mistake

This mission (presumably) was once a standalone one and had its own source file; later it was merged with 'Give Me Liberty', and the code was copied over to that file; the original 'Luigi's Girls' file was left alone and wasn't worked on anymore (but not deleted), hence why it's still in its old state whereas the other source files are up to date. It's not certain that's exactly what happened, but there's a high probability of it.
Years ago, I spent sooo much (probably too much) time reading about the developpement of GTA 3, it pleases my cold heart to see remains of old missions. I remember an old mod which tried to restore the cut contents like Darkel, the old model for the main character, the bus, the clinic, etc. I think it was never released, maybe someone else will try something like that if there's more stuff like that on the mobile version. I think the Xbox version had a ton of cut contents too, but I'm not sure about that.
I wouldn't hold your breath on that. This "leak" was only because of the sloppy work of an outside company (not Rockstar). Unless files relating to Darkels mission are in the same list of files as this one, there's still not many official remnants of the mission left. This was only possible because they had actually worked on the mission long enough to get it in game but in the end left it unfinished and cut from the final release.

I like the old clinic. Having it in a map mod or two makes it fit the area more. That big ugly hospital looks alright in Shoreside but it's too big and bulky for Portland, at least in that location.

There is an alpha mod for Gta 3 which restores the original cartoon look and the OG hospital. It also has the Darkel missions.
