His main story in Jigoku was mostly initiated by Gadlight (who fights against himself most of the time, only taunting Hibiki). Even Gadlight got an incredibly anticlimatic defeat in Tengoku. Hibiki's main story only started about 10 or so last stages in Tengoku, and EVEN THAT was mainly revolving around Titi and the Angels.
