I use osr2mp4 to get the videos at 480fps, then I use frame blending in After Effects, which merges the 480fps video down into 60fps. If you have Sony Vegas it's called resampling. It is possible to do without paid software using ffmpeg, but I'm not an expert on it.
As long as the force you need to activate the keys on your keyboard is consistent, it shouldn't affect your accuracy. If your UR is a problem, I'd recommend looking into lowering your audio latency, as that is by far the biggest factor when it comes to hitting on time. I dunno how long you've been playing for though so, if you're quite new it might just be that you need to practice more.
