So I’m not sure if this is country specific but google ads in the UK get totally different smart campaign options. Currently: sales, leads, web traffic, products and brand consideration, brand awareness and reach, app promotion, local store visits and promotions, finally create a campaign without a goals guidance. As a service based business myself I’m thinking I’d need web (traffic and leads) options would that sound right?
If I just have one product on one sales page and in the first 30 days I want to maximize clicks, do I need to set up a conversion goal? In other words, if I just want to track page views should I set that up and what dollar value should I use? Or should I not set up conversion goals until I'm ready for a maximize conversions campaign for purchases?

Concentrate on 1-2 keywords to focus your spending and once you get results start adding more and increase budget if you’re converting. And make sure you are targeting the highest profit services only.
DSA is good supplimentary campaign to STD Shopping Camapigns. You may have a low bid DSA to start negative lists. And then bid up. When you get converting or relevant search terms, add them as Phrase or Exact in normal search campaign and exclude them from DSA.

Should I change my search campaign strategy to maximize conversions or not?

smart shopping is now the perfoamcne max campaign. Are you refering to the oldest version auf Shopping, which is not being promoted by google anymore?

Have you checked the website for technical issues?
