The idea of crossing safety chains under the tongue is to theoretical keep the tongue from hitting the road if it should come off the ball or the hitch break. This little device, although it looks neat and tidy, will not accomplish that. Tha safety chains length needs to be corrected.
Absolutely important to shorten that chain. The entire point is apparently to cross chain, so if it falls off it hardly touches ground. If you had that much slack it would whip the trailer dangerously side to side causing much damage to vehicle
@etrailer you can rent or order a longer hitch that's why they make all different sizes to coordinate it to be corect. They ticket for chain misused also
Completely unnecessary device for that chain. Those are adjustable length safety chains. Simply run through the hole on the truck, and connect back to a link to get the perfect length.
I can't disagree, but there are situations where the product would come in handy, such as for a rental trailer or when you borrow a buddy's trailer. www.etrailer.com/Accessories-and-Parts/Fastway/FA82-00-3065.html

That's all true, but what if you'd borrowed or rented a trailer?

If you borrowed a trailer you just teist the chains to length. Useless and unsafe products @etrailer
