If it does, expect it to be 3-4 years behind in content compared to the JPN version. Honestly, the game is fully playable on the JPN servers, the ping isn't much of a problem since a lot of stuff runs client side like enemy placement/attacks etc so dodging and guarding with perfect timing isn't an issue except in rare occasions. It's also really easy to install as there's a client that does everything for you automatically (downloading, updating and then installing the English patches)
I didn't even use the installer, I only use the Tweaker found here: arks-layer.com/index.php The only hard part is making an account, as you'll need to beat the final boss that is the Hiragana Captcha, I simply refreshed the account page until I got ones that were easy to recognize, took about 5 minutes total.

You can still download the game with a torrent though but I find the Tweaker to be much faster and it also updates everything for you. I could be wrong but that what's what I remembered off the top of my head.
