- The Tualatin-Sherwood Road and Roy Rogers Road corridor was selected for Washington County’s Major Streets Transportation Improvement Program (MSTIP) funding to provide improvements to the local and regional transportation network. In addition to localized capacity and safety improvements, the project was tasked with enhancing one of the key east-west arterials identified in the I-5 to 99W Connector Study. The design team’s challenge was to improve the corridor and serve this regional role without impacting local business access or creating a barrier for bicycles and pedestrians.
During the alternatives analysis, a major challenge was determining how to improve traffic efficiency through this high-volume, high-freight corridor. Conventional wisdom is to widen the road and increase the number of lanes. However, the preferred alternative reduced the overall width of the roadway, but increased efficiency by reducing signals and access points, and improving the lane geometry to eliminate trap lanes and other lane changes. Implementing these changes, which included removing a traffic signal to two major shopping centers, required a high level of commitment by the agencies to work with all transportation partners and the adjacent business owners. The result is an efficient transportation system which serves as both a regional traffic and freight corridor, providing multi-modal access and a local connection for the community.
