It's possible, but it takes such precise factors it's better done with practical effects on a green-screened wind tunnel, instead of live in a war/spy scenario.
-Catching two people going terminal would be like landing on flying concrete, so he'd have to match their fall and slowly decelerate it back to flying.
-Stopping the blades to avoid chopped Henry is a risky move already, and it would take time to get them spinning again.
Which means Charles managed to calculate the altitude necessary, stop the blades, match the fall, and above all get flying again. That shows he deserves his ace status.
No wonder it didn't work at the Wall; this is not some spur-of-the-moment plan.
