If someone is dedicated enough anyone from any background can clear. They can always start earlier. Agar lagta hai 3rd year me ncert karne se nahi hoga then 1st year se kar lo. Completing ncerts on final year is not a big deal. Many people do it. Aim is to clear the exam.

Yes it is enough if you are doing it in a right way. You can hear many toppers even this year has said that they followed current affairs of last 1 year. Now the question is what is the right way? If you are reading newspaper everyday religiously there are certain news which will take you 2-3 years back and which are important for exam. For eg, last month there was a news on PMGKY as some benefits has been extended under it, now that news is also important and PMGKY which is 2016 govt scheme is also important. There is no fixed line since when question will be asked. You just have to follow last 1 year newspaper religiously, if they take you back go there note down important points and come back. If time permits then you can follow pt 365 and mains 365 for 1 more year..but again that will be too exhaustive. My suggestion is to just follow last 1 year newspaper properly and take down imp points.
It takes 8-9 month to complete gs along with optional. And the rest is current affairs which is asked within 1.5 yrs before exam. Most of the mains and prelims are asked from current affairs only so preparing 6 yr old current affairs wont help.It will get outdated.
