Due to the ZUN-san way of drawing oni (Yuugi in particular), it seems she is supposed to be an oni-like figure. However, her name refers to the attendant of Fudou Myoo Kongara-douji. Her pose also refers to Fudou himself. So... If going by windows lore would be a wise choice, then she most likely would be a kishin, who in touhou lore are super powerful oni, but in buddhism they also a japanese term for wrathful deities/dharmapala (to whom Fudou and his eight attendants belong in the japanese classification). Something like that.
