Just before the referee says that, you can faintly hear one of the coaches in the background asking if there are any stall calls, so he was just responding to that. Coaches want to know if there are any stall calls going into the overtime periods because if a wrestler already has a stall warning from earlier in the match, they could potentially lose the match simply by receiving a stalling penalty. This is a very difficult call for an official to make because we would much rather let the wrestlers decide the outcome of the match through scoring action, but sometimes we are left with no choice if stalling is egregious.

@ 9:56 when the ref says no stall calls, what does that mean, is it because the match went into overtime?
