This is corroborated by Future Trunks and the Galatic Patrolman. My last point is that deities are indifferent about life, even Zeno, whereas Goku has always displayed sympathy and concern for others, even well before he hit his head he showed signs of care towards Grandpa Gohan, so hitting his head did nothing to change his personality as he got his gentle nature from his mother Gine, even Bardock showed concern for his friends, which he has both Gine and Bardock's traits. If Goku was given the duty of God, then it would still cause conflict with his decision making about who to destroy and who to spare. He couldn't even destroy Frieza by his own free will, that again would impact the timeline of events. So you see, this is fruitless, could never happen.
