Killed 19 ladies in a very cruel way, and only got 21 years in prison, isn’t justice, I feel for the families of these old ladies that lived through world I and II, but these monsters killed them at the end, shouldn’t have never left prison.

I assume you mean the US? Watching true crime has taught me we do it right with harsh sentences. They’re so many European, Australian, and Canadian cases where killers get a slap on the wrist.
I think they should focus more on the victims. Stop giving these killers identity and the recognition they desire. Yes, say what they did, but leave their names and photos out the reports. Make the victims be the heros in the news.
