It's freezing.
I live in Alaska and most people are so used to the cold that it REALLY has to be cold (more than -10F) before most even consider a heavy coat. When spring comes and it's over +30F, you see a lot of guys out there in shorts and flip flops heading to the store; kind of crazy, but true! :-)
