In the PS1 version, you could set the cop to regional. French cops wpuld speak french, german cops would speak german, and british cops would have an accent.
The sound design of PS1 version of High Stakes is surprisingly good. Engine sounds are very realistic. I have no idea why the pc version sounds like crap.

I belive on Durham Road the accent was english but on Celtic Ruins scottish. Awesome game.

I like how all the police voice at all tracks speak English even though the police logo on their cop cars are a different language
There was an option to turn on "local police" which would switch the police voices to their respective languages/accents
