gonna wait to see if they clarify the stats/description, but this basically just takes out the need for running starter + cd boost in one loadout so you free up a slot for another good unit. it's kind of silly

Its AOE and a cooldown booster, so it does damage and is also you guessed it, and cooldown booster, they just forgot to put the stats for its damage, and im pretty sure that the 10% is the cooldown boost that u get from this tower

200-500 damage
25-35 range
0.1 cooldown
And it is aoe
