      Since the design and working principles are different, hence both are not same.
      A constant velocity carburetor maintains desired amount of air-fuel mixture by using various circuits through various jets. (pilot jet and main jet)
      Where as here the principle of working is constant depression (since the depression available in the venturi tube is constant) and it supplies desired amount of air-fuel mixture under Various conditions using the same circuit.
