Every unblock Ive done the clients are never to blame no matter what is down there, and we don't have many combined drain as you poms call them here in Australia.
Over here we got wipes with "flushable" on it. But only 1 at the time. But even then they become a problem. These also won't break down, if only 1 gets stuck somewhere, all the next ones will build up at that point.

Use nappy bags to dispose of wipes and ladies hygiene items. That's what we do in our house and have been of years. The nappy bags go into the bin and then go out with the rest of the rubbish. If you don't want to use nappy bags use dog poo bags. Simple.

Here in America, we have what is called Septic Systems in our yards that our waste is flushed into. A septic system typically receives all wastewater from a household, including water from toilets (blackwater), showers, sinks, washing machines, and dishwashers (greywater), which means human waste, toilet paper, soap, and water used for cleaning. How do drains in the UK work? Does the waste travel through a main drain system throughout the city, or do you guys have Septic Systems as well??
I'd have to assume the gal of the house is young, just cant wrap my head around a full adult thinking it's okay to flush pads and pantie liners :/ At what point do you use a shovel and scoop out the whips and pads and toss them in the bin? I don't understand sending them down the line where they can cause more havoc or possibly pollute water sources. Why not just get it out while most is on the top and toss it?

The amount of hazardous sanitary garbage down there is ridiculous, it's nigh time culprits are pursued somehow. And I would like to think that tools are now available for you guys to more efficiently deal with these situations.
What I don't understand is why you wouldn't remove the bulk of the wipes and sanitary pads before you try and flush em down to the main sewer. Wouldn't that make your job easier? Doesn't the main sewer get clogged from these kinds of products?
As this blockage was caused deliberately by unflushable foreign objects, that have been deliberately flushed, you should charge them DOUBLE. I would give the woman a shovel too, and make HER shovel out all her own rubbish that has caused this blockage into a bin bag. Let's then see how quickly she then repeats her stupidity again. Unfortunately, it's the only way that some people learn.
