I would like to think that Agito Flame could make fire using the Flame Saber, but it was so hot that it wasn't visible to naked eye until it make contact with the unknown
Agito Storm has more air time in series and have "Machine Tornader Slider Finisher" but, Agito Flame has more air time in special and have special finishers. In hyper battle vdo, he has a new finisher "Double Saber Slash" and in G4 movie, he can defeat many ant lords with his finisher, that is very cool!

Agitos at baseline can just stick with rider kicks and high skilled Agitos can use supernatural powers like telekinesis, sticking people through walls in decade and much more. Agitos with Sylar’s technique is dope and use light base projectile attacks. Like Lost Galaxy/Gingaman, various ultraman’s techniques and Goku’s Kamehameha.

probably really late to the party but the air sizzles around the blade for some scenes. My headcanon is the sword is just really really hot lol

He doesn’t need it clearly. Flame form is sort of a swordsman version of Pegasus form though.
If Agito in this era, Storm form will have a wind projectile attack and Flame form will have sword wave projectile attack.
