Yeah it's for those who are intellectual but people don't vote them just because they don't make fake promises they don't speak about mandir and mosque simply they speak about education, helath care ,jobs , and all which most of the people of India don't want for them all they want is welfare schemes . Now doctors, engineers cannot enter. Manmohan Singh bear prime minister by being member of rajya sabha. If india had a choice it would never elect him though he is been voted back to power in 2009 . To balance the uneducated wisdom less politicians we have rajya sabha.
