Yep, poppy production in Afghanistan was basically zero in 2000 and then something happened in 2001 and boom, Afghanistan is the leading producer of poppy for many years afterwards.

This has been known for a while already. The intelligence agencies were allowing it to happen because they didnt want the farmers joining the Taliban. The Taliban is still moving a lot of drugs now. They are just dealing in meth more now. Keeping prices high for opium means that at a street level it makes fentanyl more attractive as well. China which does a lot of business with the Taliban doesnt want competition.

Before going too deep into this, the Taliban was ALWAYS against the growing of opium. They found it haram, just like alcohol. The Afghan government was condoning the opium trade and the USG likely turned a blind eye. But it was obvious to everyone that the Taliban was going to stop the opium trade again with their heavy hands.

I recall an episode of CBS 60 Minutes during the war in Afghanistan.
It features the story of a cargo plane owned by a "contractor" which flew
to and from a U.S. airbase to remote regions of Afghanistan which
were often not combat zones. The pilot did not submit flight-plans
to airbase flight controllers, implying that the "contractor" flights were not
obliged to comply with routine procedures.
It's also worth recalling that U.S. government "contractors" were
deeply involved in flying opium from Laos into the global drug trade
during the U.S. war in Vietnam (in the 1960s and 70s).

Really it's not the growing that you need to stop - it's the trafficking networks that are most vulnerable and once a cultivator has nobody to sell to, they stop growing it. So it's the traffickers that will feel the worst of the repression.

1) Afghanistan is a landlocked country ,the heroin has to move through Pakistan. All the distribution is handled by Pakistan dealers who are ISI assets. Its primarily ISI assets who control the whole business. ISI would have a deal with CIA for drug movement . ISI manages the distribution to Africa , Western Europe US via sea , to India via punjab, kashmir and gangster network. This drug business is how they fund the terrorism in Kashmir , keep the Afghans divided. The international boundary between AF and Pak is invalid as per Anglo-afghan treaty, that is why Pak wants chaos in AF
2) number 2 heroin production is from the golden triangle .Myanmar Thailand Laos. US has been trafficking the drug trade from there since wirld war 2 . However China is also trafficking now from there so that they can manage the dealers there
3) the primary reason US allowed poppy cultivation so that the warlords can fight the Taliban. Karzai and his brother were Pashtun with lot of fighters.

Which is funny because in the 80s movies like 007: The Living Daylights and Rambo 3 were showing the Soviets as the ones forcing Afghan people to work poppy fields for Soviet domestic morphine supply and so they could traffic in opium to destabilize the west.

I asked centcom many years ago why the us just didn’t buy heroin and destroy it. Dope would not leave country and the growers would not fear eradication. Now I know what the counter drug people would not answer my question.
The Taliban “asked people nicely” you just lost all credibility. I spent a year in Dand and Panjwai Disgrict, the Canadian military left, we moved in then turned it over to the ANA. I had the back wall of my office stacked high with bricks of black tar heroin we confiscated then destroyed. We were completely focused on the Taliban and turning over control to the Afghan government. There was no OGA presence in the area.
The USA was unable to hold Afghanistan because the terrain was nuts and the farmers would switch sides from USA to Tally over and over. So what the USA did when they allow Ghanny farmers to be empowered, and the farmers were making more money, and the farmers were more incentivized in protecting their property. This is the exact opposite of communism in Ukraine. Stalin took over, and took everything he could, and told the farmers that they were powerless, and they had to perform their jobs thanklessly, and feed everyone for no pay. What happened? the farmers stopped. When the USA went to Ghanny, they said Farmers and landowners can make incredible money.
