Assumption II and III are implicit. I is not correct as majority being victims do not mean that they are wicked. II is correct as if no innocent people had died, instead of majority the word all would have been used. And third is also implicit as if vehement opposition had no desirable impact, there would be no point saying the statement. Hope it's clear.

I says that if suppose 100 people are killed in war, 90 of them will be wicked but option A implies that majority of the wicked people of the world are killed by wars, this is not true as some wicked people may not even participate in the war
