one interesting fact to point out if you want to compare Shingon Buddhism with Gelug Tibetan Buddhism is influence of Srivijaya/Swarnadwipa/Sumatran Tantric Buddhism on both schools via Vajrabodhi and Amoghavajra in Shingon Buddhism and Atisha in Gelug Tibetan Buddhism

Vajrayana , is a subset of Mahayana. Actually Shingon's founder Kukai went to China and studied little adopting elements of Mahayana Vajrayana Buddhism . So what Kukai brought back was an incomplete form of Vajrayana Buddhism .

Not incomplete, as it bestows enlightenment like any true method. Simply different from Tibetan Buddhism.

I understand its not Vajrayana, but can’t understand how shingon is not Tantra, because you yogacara and charya tantras as you mentioned and use Mantra, which is characteristic of Tantra
Also nowadays its known that Tachikawa Ryu was just an accusation of that sect and the those sexual practices were mixed folk practices of some groups in japan

It is tantra. Plain and simple.
