Actually every form of astrology is evolved from Parashari Astrology, even Bhav Chalit. But it's interpretation is not well researched hence doesn't provide certain results in most of the cases. It basically talks about the effect of a planet on a particular house from where it is. Bhav Chalit weights the angle of the planet, which has also been mentioned by Maharshi Parashar in his verses regarding the various aspects and Grah Balas.

For Sagittarius Ascendant, Venus is the lord of 6th and 11th House. So, in it's MD it has to give results related to these two houses, doesn't matter wherever it is. It's a Malefic, but 6th lord sitting in 12th makes it a good combination, avoiding most of the bad results. Hence, Venus with Shadbal and without malefic association should give good results. But, Angle of Venus is more towards 11th house in position, it'll certainly create some issues as well. That's why it is always preferable to see related divisional chart to measure the strength of a planet and it's results areas. As the same planet may be benefic for Job but at the same time, it'll create health issues, depending upon the various charts and other planetary position.
3, 6, 11 gets better with time. And most important thing is, it's control is in our hands. It's said about the Trik Bhav as well, but does it always happen? See, astrology is a combination and one needs to find the strongest combination that will yield the result. If few verses of Laghu Parashari work perfectly, Sage didn't bother to sum up an entire Shastra. Laghu Parashari indicates some basics of astrology, and if you judge the results in few charts, you'll find it working in 50% cases. We believe in finding out the best or strongest combination that has dominating power to produce results using all the tools of astrology, be it Rashi Chart and it's rules, divisional charts, Ashtavarga, few different Dasha etc.
