    The concept of parliamentarism is so appealing that you can feel united by the ceremonial president, while feeling critically divided by the prime minister, who is in charge of everyday governance. With this, having two separate offices is a must and it creates division of mandate.

      nope. Ceremonial president has no governing power, hence it is ceremonial. Parliamentary system divides no power between parliament and ceremonial president.

    There are 2 things wrong about Ed Lingao's analysis:
    2:15 - Figurehead? Symbol? Edi hindi yun semi-parliamentary, full parliamentary yun.
    3:50 - If you really did your study Ed, you will know that the original 1973 Constitution was meant to be UK-style full parliamentary, yung modified parliamentary na sinasabi mo aka French-style semi-presidential was only adopted with the 1981 amendments which restored direct* elections for the president as opposed to election of ceremonial president by the national assembly in the unamended version of the 1973 Constitution.
    * - Strong presidents do tend to be directly elected as opposed to ceremonial presidents na lehislatura o federal convention ang nag-e-elect pero may cases rin like Austria na full parliamentary pero directly elected ang ceremonial president.

      @@2557carla walang concentration of power dun kasi may shadow government naman e yung opposition. Instability di naman kasi prime minister lang naman ang napapalitan. As long as yung party pa rin na yun ang majority, sila pa rin ang magpapatakbo ng government. Maganda nga yun e may accountability ang prime minister kasi pwede siya ivote of no confidence.

      @@isaacjoshuaaganon9337 The Shadow Cabinet are just the Legislative Body of Parliament they don't have other powers unlike with Governing Majority Party (Governing Coalition Parties) of Parliament they have Executive, Legislative (and some Judicial Powers if Parliamentary Supremacy) that's called abusive of power or concentration of power. Ang dahilan sa Instability sa Parliamentary system ng dahil sa pagoonsehan ng Governing Majority Party/Governing Coalition Parties of Parliament kaya nga dapat tawag sa Parliamentary system ay Onsehan system of government. Sa akala mo madala sa lahat ang Motion of No Confidence?! FYI daming Prime Minister ay survivor sa Motion Of No Confidence kailangan ng absolute majority upang mapatalsik ang Government Ministers sa pamahala hindi simple majority.

    Kaunting paglilinaw: Kung sa ating presidential system, pangalan nang indibiduwal ang nakalagay sa balota, sa parliamentary system, partido ang binoboto. Ang partido na may pinakamaraming seats sa lehislatura ang nagiging ruling government, at yung nakatalagang lider nang partidong iyon ang nagsisilbing prime minister. Kaya sinabing "ang parliament ang naghahalal nang lider" dahil kakayahan nang ruling party sa parliament na baguhin ang kanilang lider kung napapansin nilang hindi na maayos ang pamumuno nito.
    Halimbawa na lang nito ang kasalukuyang botohan sa bagong lider nang ruling Conservative Party sa UK. Nakatakdang mag-resign si Prime Minister Boris Johnson dahil wala nang tiwala ang kayang manga kapartido. Ngayon ay may isinasagawang botohan ang manga miyembro nang Conservative Party para sa kung sinong magiging bagong party leader at prime minister.
    Pangalawa, ang semi-presidential system ay isang sistema kung saan ang pangulo ay mayroon pa ring konting excecutive powers na tulad sa prime minister na siyang nagpapatakbo nang parliament.
    Karaniwang ceremonial head of state ang papel nang pangulo sa parliamentary system. Karaniwan ito sa manga republikang gumagamit nang ganitong sistema. Mayroon ding bansa na parliamentary system ang ginagamit pero monarko ang head of state.

      @@patrickcordero6673 yung mga myembro (which I would assume na kandidato) ay equivalent sa congressman ang tinatakbuhang posisyon. Of course kailangan kilala mo sino kakatawan sa iyo, pero yung plataporma ay hindi kanya lang bagkus ay sa buong partido. At dahil nga kung sinong partido na may majority ang magiging ruling government, minsan pangalan lang ng partido ang kailangan sa balota.

    Yes, we have modified parliamentary form of government during the later years of Marcos, Sr., presidency from 1981-1986, but such form of government was mutilated and utilized to perpetuate his autocratic regime due to Amendment No. 6 in the 1973 Constitution as adopted in 1976 that granted Marcos continuing function to do laws via presidential decrees even if there's already a unicameral parliamentary legislature that is working on the same legislation, the Batasang Pambansa.
    Semi-presidential or semi-parliamentary system of government, which can be called also as modified parliamentary form, as correctly pointed out by Mr. Lingao makes the President a symbol of unity as he or she has some degree of main substantial powers like in France like arbiter of public institutions for that purpose even if he or she has some other discretionary powers like defining national policy, and having ultimate responsibility over foreign relations and defense, so the President in that system of government is not necessarily ceremonial.
    My two cents worth on the matter. Thank you.

But not really a French type, but a South Korean type since the President remains as head of state and that of the government and the Prime Minister is just only a senior member of the Cabinet. And the President retained legislative powers per Amendment No. 6 to 73 Constitution that retained the authoritarian rule then, as I did point out.

      Parliamentary Era (1973-1981) though we didn't have a formal legislature & PM until 1978.
      Semi-presidential Era (1981-1986) due to the 1981 amendments.
      But in reality, authoritarian presidential republic pa rin tayo all those years, concentrated lahat ng kapangyarihan kay Marcos Sr.

    1:05 kita mo kung gano ka-biased sa kung paano nila i-frame yung comparison against parliamentary thru simple-minded na graphics na di talaga nagpapaintindi sa kung ano ang sinsabi nilang "types". instead na i-focus sa structure yung comparison, ginagawan nila ng magulo. seems like with this comparison, goal nilang matakot ang mga tao against moving towards constitutional reform by indirectly trying to elicit reactions like the ff:
    1. so walang checks and balances dahil walang 3 branches of power. absolute yung power? ano yun dictatorship?
    2. not fixed term? so pwedeng habangbuhay sila sa pwesto? habangbuhay silang maghahari-harian satin?
    3. so hindi natin choice kung sino ang mamumuno?

      No. 1, hindi po yan absolute power kasi may opposition leader na i-hold accountable ang Prime Minister at pwede i-patangal, kaya ang Gobyerno sa parliamentary ay tawag na "Government of the Day" kasi any mang oras sila matalsik.
      No. 2, no fixed term sila para mas flexible ang kanilang planning. Ganon ang sistema sa Canada, UK, Singapore, Japan, Malaysia, at Germany. Kaya walang masyadong development at maraming political dynasty kasi may term limit.
      No. 3, ang choice natin kung sino ang mamuno ng Pamhalaan ay based sa partido na binoto mo (i.e. kung binoto mo ay PDP-Laban na mga representative at sila ang majority sa House of Representatives, ang pinuno ng PDP-Laban ay maging Prime Minister). Ang mga ordinaryong myembro ng PDP-Laban ang mag-halal ng pinuno ang partido.

      Paanong hari-harian habangbuhay kung nandyan yung poweful oppositions na mag-patumba sa kanila??? Sa Parliamentary, pwede ang isang partido na mamuno ng matagal kung malinis ang ginagawa nya. Kaya sya tumatagal dahil sa tapat na serbisyo na meron siya. But once he destroyed the public trust, doon sya mapapatumba by a debate only.

Kahit ano pang ipuputak ng Leader of Opposition lahat mga Legislative Agenda ng Governing Majority Party (Governing Coalition Parties) ay makapasa ng batas lalo na sa Parliamentary Supremacy kung saan ang Governing Majority Party (Governing Coalition Parties) ay maari makapasa ng kahit anong panukalang batas na walang karapatan ang hudikatura upang hatulan o suriin ang panukalang batas sa Parliament tawag diyan *Parliamentary Supremacy* hindi makapagtiwalaan ng mga Sambayanang Pilipino magkaroon tayo ng Parliamentary Supremacy.

Mga bansa kagaya ng Japan, Canada, India, at Australia ay walang Parliamentary Sovereignty kasi kung lumabag ang kanilang Bill sila sa kanilang Saligang Batas, ang kanilang Kataas-taasang Hukuman ay pwedeng i-basura yung panukalang iyon. Example yun ay ang India, kung saan hindi pwede ang kanilang Parliament mag-pasa ng batas na nakakasira sa estruktura ng Pamahalaan. Ito ay tawag na "basic structure doctrine." Dahil lang may parliamentary system ang isang bansa, hindi mo pwedeng masabi na lahat may parliamentary sovereignty. Totoong mayrong parliamentary sovereignty kagaya ng U.K., New Zealand at Israel pero may iba din na wala kagaya ng na sabi kong bansa sa taas. Parang sinasabi mo na dahil presidential system tayo kagaya ng U.S., pwede tayo mag-halal ng Senador by region at hindi at-large. Isa pa, ang Opposition Leader ay walang kapangyarihan sa executive powers pero may kapangyarihan mag-question, mag-debate at magtawag ng vote of no confidence. Hindi rin immune ang Prime Minister sa kaso ng mga hukuman natin. Pag-aralan mo ng mabuti ang bawat sistema bago ka magsabi na walang kapangyarihan ang Opposition Leader at lahat ng bansa may Parliamentary Sovereignty kasi mali yun, nag-generalize ka lang ng topic o fact na hindi mo rin na confirm. Wag mo rin sabihin na walang tiwala ang sambayanang Pilipino sa parliamentary system kong hindi panaman natin na try. Top 10 na mayaman at malinis na mga bansa ay parliamentary at yung Top 10 na corrupt at magulo sa kani-kanilang bansa ay puros presidential. Statistics, facts, studies, at trial and error ang tingnan ninyo at hindi bias sa sistema o dahil gusto mo lang mag-boto para sa isang kandidato na hindi alam.

      @@jindaehyunclo Alam ko yan kagaya rin ng French 4th Republic may Codified Constitution ngunit ang French 3rd Republic walang Codified Constitution sa Parliamentary System na bansa na may Codified Constitution kung ang isang Parliamentary Regime na bansa naglipat bilang Parliamentary Supremacy mula sa Codified Constitution, normal lang yan hindi siya hindi dapat mag-alala it won't lead to Constitutional Crisis hindi kagaya sa Semi-Presidential system kung ang isang Semi-Presidential system na bansa naging Parliamentary Supremacy o na wala na ang Legislative Responsibility ng mga Gabinete isang malaking panganib at dapat talagang mag-alala diyan kasi nilalabag na ang Saligang Batas.
      Sa mga bansa na kasapi ng EU nawawala na ang kanilang Parliamentary Supremacy kaya nga lumayas ang UK sa EU ng dahil din diyan pinagyabang nila ang kanilang Parliamentary Supremacy, bawat bansa sa EU kapag magpasa nila ng batas tinitiyak nila na ang panukalang batas ay hindi labag sa EU Laws kaya may Independent Judiciary na sila upang maka appoint sila ng mga manghuhukom na bihasa sa mga batas ng EU, hindi naman lahat kasapi ng Parliament ay bihasa sa EU Laws kaya kailangan nila mag appoint ng mga manghuhukom na bihasa sa EU Laws.
      Sa akala mo, madaling madali sa lahat ang *Motion of No Confidence* ? FYI maraming mga Prime Minister na survivor sa Motion of No Confidence kunwari ang Parliament ay may 100 seats or 100 lawmakers, upang mapatanggal sa Pwesto ang Prime Minister at Government Ministers kailangan ng 51% absolute majority upang mapatalsik sa pwesto kunwari may nangyaring Motion of No Confidence Vote sa Parliament 48 yeas, 30 nays, 10 absent and 10 abstain (present but they don't vote) kaya sa ganitong botohan ibig sabihin ang Prime Minister at Government Ministers ay kilalang survive.
      Marami din mga Parliamentary Regime na mga bansa na corrupt at marami din mga Presidential regime na mga corrupt. Sa totoo lang!

      Hindi pwede tlaga ang parliament or semi parliament sa Pilipinas., Nasan ba mga utak ninyony mga filipino
      Una sa lahat, imagine mo kung ang naka upo is corrupt gaya ng mga dilawan edi habang buhay na tayo nag hirap,. Mabuti sana kung si duterte.. so ibig sabihin hindi kayang puksain ng parliament or semi parliament ang matinding corruption sa Pilipinas bagkus mas LALALA PA kasi need mo mag hire ng mas.maraming politiko na di mo alam kung tunay ang serbisyo nila or mangungurakot din
      saka alam naman natin na kung sino ang presidente or nasa pinaka mataas lahat sumusunod sa kanya ganyan ang culture sa pinas..

    Correct me If I'm wrong. So it's like voting for senators(Legislative branch) then the senators will be the one to choose who will be their President (Prime Minister).

      yes, the good thing here is, kahit nanalo ang isang party, the opposition still have the voice. They have copies nang day-to-day governance and chech & balances. Kaya napakadaling patalsikin ang mga nasa puwest with a vote of "no confidence"

      Bihira ang parliamentary system kung saan taga-upper house (ex. senator) ang PM.
      In cases like India pwede but you still need a majority in the lower house in order for you to govern.
      Sa UK, pre-1902 may mga PMs sila from the House of Lords (upper house nila) and in 1963, Alec Douglas-Home renounced his Lords membership to run in a by-election in the House of Commons.

      It depends. In most parliamentary republics, parliament na rin naghahalal ng pangulo (it stems from the belief na useless gumastos ng pera sa national election para lamang sa isang ceremonial post).
      Pero mayroon din namang parliamentary republics like Austria kung saan directly-elected yung ceremonial president.
      For the 2nd question, mas powerful ang PM under parliamentary system kaysa president under presidential system kasi matic may legislative majority agad ang PM since fused ang executive at legislative branches but "with great power comes great responsibility," madali ding matanggal ang PM sa pwesto.

      Pwede pa rin namang gawing "nominal" commander-in-chief ang pangulo sa isang parliamentary system. In the end, ang main idea lang naman sa parliamentary system is lahat ng power is in theory nasa head of state but "is exercised by/upon the advice of his ministers" (basta may ganoong phrase na nakasulat sa constitution ng mga parliamentary democracies ngayon sa mundo).
      Sa Japan kasi, ginawa nila yun sa postwar 1947 constitution because of their past political history. In theory powerful si Hirohito because of the Prussian-based Meiji Constitution which prescribed semi-constituional monarchy as the form of government of Imperial Japan back then but in reality, puppet lang siya ng mga generals incl. PM Tojo. To resolve the issue as well as US' desires to completely strip off the emperor of its powers, the post of commander-in-chief was given to the PM.
      This made the Emperor of Japan (along with the King of Sweden) TOTALLY having no powers at all when compared to the British monarch.

      Golden Age ng Pilipinas is Magsaysay's era under the 1935 Constitution
      The twist is, kahit may economic restrictions ang 1935 Constitution comparable to the 1973 and 1987 constitutions, na-bypassed natin ito through a plebiscite in 1947 which amended the constitution and granted parity rights to the Americans through the Bell Trade Act.
      The advantage is we had access to US markets and investments along with the postwar aid. The disadvantage is, in-exploit ng mga Amerikano ang natural resources natin particularly agricultural products (tobacco, sugar, etc.) kung kaya't delayed ang industrialization natin kasi Cuban-styled agriculture exporting banana republic lang tingin sa atin ng mga Kano.
      Agreements were made to lessen our dependence on the US economy in order to jumpstart our industrialization pero problema, tinuloy lang ni Marcos ang protectionism through the 1973 Constitution tas tinuloy din ni Cory with the 1987 Constitution.
      Kaya ayun, puro call center, BPO, POGO, at OFW lang makikita mo sa Pinas, non-existent ang manufacturing unlike sa Malaysia at Thailand na mga corrupt countries din naman pero dinadayo ng mga investors 😂😂😂.

      @@mr.stickguy6841 Anong mapapala sa debate eh kung regardless of facts, evidence and outcome of debates eh at the end of the day the majority will vote in favor of the party's interest rin naman. Debate is for show lang. At least sa Senate natin ngayon multi-party. Delikado rin ang dual party lang. For example sa US na dual party system lang, boboto ako halimbawa sa Democrat kasi I care for the environment and I want gun ownership to be restricted, pero oops paano yan eh hindi ako pabor sa abortion, sa open border at dagdag na taxes. So Republicans nalang kaya iboto ko kasi more on leaning ako sa conservative policies, pero wait kapag binoto ko Republicans what if manalo at ibalik nila oil productions?
      Kita mo yung dilemma? That's why I prefer multi-party system. Kapag bumuboto ako ng Senator, laging apat sa alam kong magiging minority party, apat sa possible majority, apat na independents. Para balance. At free akong mamili ng iboboto kong personalidad, hindi yung lagay lang ng partido. I'd rather vote for personalities than parties.

      @@ryan-smith Multi-party din ang gusto ko sir. Kaso sa parliamentary ang gusto ko na gagamiting gobyerno. Dahil sa dual party, may parang one party dictatorship na mangyayari. Sa multi-party kasi, gaya ng sinabi ng reporter, mas maipapakita ang check and balance sa gobyerno dahil marami rin ang nasa opposition, bali may mirror representative sa bawat mga politiko na nasa majority party at mas may malaking chance na hindi ito makaka-korap, dahil may tumitingin sa bawat galaw nila. Tapos, kapag napatunayan maaaring masisibak pa ito, at tatanggalin na sila sa puwesto, dahil sa susunod na eleksyon, baka ito pa ang dahilan na hindi na sila ang uupo sa majority seats at baka sila na ang magiging shadow government sa susunod. Dahil sa parliamentary, mas matutukan at mas mapag-uusapan talaga ang lahat ng problema na kinakaharap ng bansa at kailangan nilang mag-bigay ng solusyon para mas maipapakita nila incompetent sila sa trabaho nila at talaga bang nararapat sila sa position nila. Ang gusto ko kasi sa parliamentary sir, ay kung ang mga tao boboto, di na sila titingin sa personalidad ng taong bobotohan nila, o kung ano ba talaga ang nagawa nila noon sa political career nila kundi kung ano ang nagawang kapaki-pakinabang sa party list nila sa mga mamamayan. Mas maraming korapsyon at madali ding makakorap ang mga politiko sa presidential system kasi sir, kumpara sa parliamentary na may mas malakas na check and balance. Kaya ito ang dahilan kung bakit mas gusto ko ang parliamentary kaysa sa presidential.

      Una sa lahat, imagine mo kung ang naka upo is corrupt gaya ng mga dilawan edi habang buhay na tayo nag hirap,. Mabuti sana kung si duterte.. so ibig sabihin hindi kayang puksain ng parliament or semi parliament ang matinding corruption sa Pilipinas bagkus mas LALALA PA kasi need mo mag hire ng mas.maraming politiko na di mo alam kung tunay ang serbisyo nila or mangungurakot din
      saka alam naman natin na kung sino ang presidente or nasa pinaka mataas lahat sumusunod sa kanya ganyan ang culture sa pinas..
