Former RBI Governor Raghuram Rajan spoke at the IMF-World Bank annual meet which has drawn sharp reactions in India. Raghuram Rajan while talking about the need to liberalize services said, 'We must think about the damage done to the world had India followed China's export-led growth path of manufacturing.' The former RBI governor spoke about why climate action needs continued globalization & possible policies that can enable both, especially considering the ongoing de-globalization which is occurring through a mix of old-fashioned protectionism & emerging geo-political concerns.

He's not completely against industrialization. He's against wanton industrialization without consideration of the environment, something that China did to grow. Now that we're all the wiser due to the negative effects of climate change, a country as large as India can't do the same mistakes as China did. Nowhere he says India shouldn't develop, he just wants to develop in a kind different from how China did.

Thank you Professor Rajan for coming up with a brilliant set of recommendations for continuing the economic betterment in the world at large while containing deteriorating climate change. Beauty of his recommendations lie in their simplicity and easy adaptability. However, I wonder if the problem is not a bit different than finding ingenious ways to increase productivity and distribute its fruits more widely through more globalization.
In the last 250 odd years, world over, peoples’ expectations about the future have changed. During dark and middle ages one’s station in life was largely determined by the accident of birth. Chances for upward mobility were near zero then, except for a handful of people. Now, because of increased possibilities for upward mobility, which has been also fuelled by relentless luring propaganda from the corporates, demand for upward mobility is firmly established in our DNA, whether we are in sub-Saharan Africa, Singapore, or in Sweden. Denial of upward mobility - having a better future, if not for oneself, for the next generation - causes larger distress to almost all of us than the material deprivation and thereby creates a pressure point that guides our politics, economics, and climate change, not to mention decimation of our resource base and our environment.
Second, it has been eminently claimed that in every society the systems are established after accommodating power structures. The power structures get a freer hand in guiding politics and policies in a globalized world because globalization has to accommodate differences in pollution norms, permission to exploit and oppress sections of the society, and so on, which are never brought to the negotiation tables. If the power structures in USA can cause decimation of its Middle Class and lead to large scale `Deaths of Despair’, do we have sufficient basis to think that we would be able to negotiate a saner future for several countries? Let us not forget that even in democracies, consent of the voting people have been reduced to promise of a minimum basic income, in other words, subsistence.
I am of the opinion that unless we find ways to at least partially neutralize these power points that nudges the policies away from the concerns of the common men, there can be no success for game-changing solutions.
