    Does this problem assume a rectangular cross section with a width of 1 meter? Also, how do the units work out to be m^3/sec/m?

      This problem assumes the cross-section has a unit width of 1 meter (i.e., unit width into the screen). Therefore, the unit of seepage rate becomes volume/time/unit width, i.e., m^3/sec/m.
