GATT was not formed during Bretton Woods conference third institute was ITO(International Trade Organisation) which was supposed to come into existence at the place of GATT but since US never ratified so it's collapsed and never came into existence.GATT was mere provisional arrangement till ITO comes into existence but ITO never came into being so GATT had to carry on till WTO was established.GATT came into existence on 1st Jan 1948 and signed on October 1947.
