    Is China, with its unfair trade policies and shameless theft of intellectual property, an enemy that needs to be reined in? Or is it in the West’s best interests to view China as a strategic partner and aim for mutual respect and cooperation?
    We were joined by Keyu Jin, Professor of Economics at LSE; Sir Malcolm Rifkind, politician and former cabinet minister; and Martin Wolf, Chief Economics Commentator at the FT
    The event was chaired by BBC News Presenter and the BBC’s first China Editor, Carrie Gracie.

      @@309heman6 you can watch the oppression in action in Hong Kong on any news channel. I've been to China, seen the facade, but don't dare going back. There's no rule of law and critics seem to "dissappear" quite often.

      @@aksbeixhev Dear Jonas, As a Chinese who is studying in Europe currently, I am thinking everyday that why a lot people have the same image towards China as you have, even though China has never hurt anyone, after all, the only answer is because US, the super power has a bad history with CCP ever since the lost of Chiang kai-shek and north korea war. But we will see this change in 10 years, because US is falling and European who are more rational will reconsider actually Chinese are much more reliable and trustworthy. This is a historical inevitability, no doubt.

    As a Malaysian prime minister said a few years ago, we have had a two thousand year relationship with China and they never invaded us. Two years after the British met us, they invaded. The question westerners need to start asking is if they are friends or foes in the way they engage with other nations. Because historically they have been foes and while this has enriched the west it certainly makes all the talk of civilility, truth and goodness ring very hollow.

    I'm a Hongkonger and I use to be brainwashed into thinking that British rule was a good thing and I was taught to feel more 'special' than those in mainland China. By making an effort to entertain counter narratives, checking sources and for evidence, I have now mostly deprogrammed my automatic hatred or knee jerk reaction towards China. This happened in my early 20s when I begun to realise and acknowledge the fact that under British rule (that is colonisation (psychological as well as physical), exploitation, invasion), we never once had democracy and those that protested were killed, punished or imprisoned. We were also forbidden to live on the peak in our own land reserved only for Westerners which many accepted and gloss over without questioning. Many HongKongers support the handover back to China, it's just you never hear their voices in Western media.

      very true... many hong kong government officials were handpicked by the UK, or were straight up anglo. speaking chinese or cantonese wasnt allowed in many government buildings
      its very gross the way UK hong kong has been represented as having their democratic rights stripped away, or whatever, as if the history and the very reason the UK acquired hong kong from china was through illegal drug trade, or was ever democratic at all
      this is all ignored by the west to give them a leg-up against china

      The brainwashing from the western colonisers needs to be strong, so they can reap maximum benefits from the occupied land, they don't care about the people living there. Now only the people on Taiwan need to bE deprogrammed the same way that you have been. I hate how hypocritical some people can be saying 'Hong Kong is not China', well what is it then? Britain?       @@cross5269 South Korea only became a democracy in 1987 lol. Till then, it was a dictatorship. Taiwan was also an authoritarian state (KMT dictatorship) till the late 80s. Japan only became a democracy in 1952 and only managed to develop with a ton of US economic aid.

      The US is the centre state of the West. The West controls most of the resources and finance of the World. Decoupling from China will find the US establishing new supply lines. The UK is sovereign, yet the US has more clout. Consider the Suez Crisis. 🇦🇺

    I feel like this: China: friend or foe? What is this topic? In fact, this is not a complicated topic but a silly topic because in this century, the whole world is connected because of advancements of technology, so we all have to have an advanced mindset to analyze world issues without creating clashes among nations. We need a peaceful world, so we all need to be friends not foes.

      Yes we need to be friends in a global world. I think most countries can bury their head in the sand when it comes to human rights or concentration camps. What pisses governments off is when China steals billions in intellectual property. The US spends billions on research and development. Respecting property rights is a key factor when it comes to being friendly and trading.

    It is so interesting to hear westerners like myself talk about China.
    The part I find most fascinating is that China is considered to be a country while its population is larger then that of all western countries combined!
    Personally I am friends with many chinese people, I disagree with the actions of many other Chinese people and mainly I have no clue what to think of such a large and very very diverse group of people who live so far away and speak and entirely different language then me without using letters. I feel very grateful to the nameless chinese people that have made my life much much easier because they provided so many fine goods at such low prices.
    I am glad to hear that their society is on an upswing after being in tatters for so long. I am so glad that they are bringing so many of us up with them

    The question is problematic at the outset. Friend or foe are overly simplistic terms. China is not a person, it is an entity to be engaged with, and the real question for China and the West is how to best engage with each other to safeguard their individual interests, without going to war. Just like in business--and really, it all comes down to business--there are no eternal friends or foes. To categorise China as either a friend or a foe...is a childish and naive way of thinking about the relationship between countries.

Look what china as a nation has done from oppression, theft of intellectual property, it militaristic expansion to its manipulation of not only its currency but of nations goodwill.     When was the last time that China came over to western countries to attack them in the last million years? Answer 0 times in how many wars outside of China has China been involved as the aggressor? Answer is also 0. In how many wars are is the USA involved now? How many did they start? How many flight carriers and other war ships are in Asia? How many of their military is in Asia right now and answer the same questions about Europe.
    Now again a new question does China look like an enemy or the USA and Europe? Just be honest here.

      Well the last million years...can't seem to find written history that "China" even existed. Now to your point, I suggest you review what is taking place in the Spratly Islands, Hong Kong today, and just what do you think Tiwanna is fearing from China. Once you finish I suggest you go back a bit and see what brought on the wars in east Africa. Here's a clue, China back the gov. with money and arms ( machetes ring a bell )....Long sleeve, short sleeve. It was the discovery of oil. Move out the tribes using muslims terrorist. Hundreds of thousands fled their ancestral homes and headed south. Unfortunately oil was then discovered in the south, and once again the muslims ran everyone out.....Dufar sound familiar. As to aircraft carriers....they and any others have the right to navigate open international sea lanes...So that is a mute point. You failed to mention China ships sailing in and around the Persian Gulf...as they too protect their ships and oil purchases.

      CHINA is making a bold move on the Spratly Islands. A fishing fleet - backed by navy frigates and coast guard vessels - has surrounded the Philippines island of Pagasa/Thitu.
      The island is the largest land mass occupied by the Philippines in the island group. International observers say the close-in naval and fishing fleet presence around sandbars close to the island is a highly provocative move which is at odds with Beijing’s narrative that its land-grab in the South China Sea is over.
      But Philippines President Rodrigo Duterte appears unwilling to stand up to Beijing.
      “Why should I defend a sandbar and kill the Filipinos because of a sandbar?” Duterte stated overnight.

      Seizing Sandy Cay would be one of Beijing’s most provocative acts since its 2012 occupation of Scarborough Shoal. The sandbar featured in last year’s International Court of Arbitration ruling, which found against China’s claims to the entire South China Sea. Its proximity within 12 nautical miles (22km) of the occupied Subi Reef was highlighted as a potential counter to Beijing’s territorial claims.
      China has ignored the ruling.

    In the whole debate I think there is one problem that has been muted which is that the Western country and China dont't share the same value system and probably won't. China, as a multiracial country which has been bullied by the west for years has realized the problem and looking for a way to balance it. However, the west hasn't realized this problem and keeps thinking every country in the world eventually will be like them. In terms of political and legal system. This whole opinion is wrong. China amended their cyber security laws to give the government possibility to "instruct" not because of the government wants to. It is because of China has never been in so much risk in the new standard of digital world which the orders were set by the west. China has been a victim of long term and constantly biased journalism from the so called "free" Western meida, which is the most important reason for China to ban Facebook and Google. Take a look at what Facebook and Google have contributed in the progress of the "world liberation" during the last three decades. Did we see a more peaceful and united continent or world which they claimed to be of their vision? No, what they did was separation, promotion of hate and confrontation, spreading of false news and biased views. When a country doesn't suffer all these, why does it need a cyber security law? a cencorship? a reeducational institute? China is making an example for the rest of the world to how to fight against these disturbances, which never asked any country to follow because it understands every country has its own rule of laws. But on the contrary, the Western world is measuring China in every possible way to put China in that category they are most familiar with and critisize it when it doesn't fit. Which is exactly what the BBC host and Malcolm were doing in this debate. China gives people hope, while such arrogant supericy point of view gives people disgust.

Just at the second a half US, EU, and Japan widely invested to east and south-east Asia both on finances and technologies, it brought S.Korea's economies have been growing quickly until now. While at the end of 80s', USSR collapsed, it caused N.Korea's economies were collapsed, and at same time US and West started to sanction against N.Korea until now. So these caused S.Korea became a rich and strong country, and N.Korea became a poor and struggling country. For this case: S.Korea has to listen to US, because No US, No S.Korea, same with before N.Korea with USSR.

      Rule of law in the West only applies within their own country. When it comes to dealing with foreign countries, western countries will look at the relative power. If you're less powerful than them, then rule BY law applies. That's their oft-cited rules-based world order.       Accept that they don't have a general election to select their government leaders, accept that they have a different degree to freedom of speech. On the first case it's obviously different. On the second case, it's very subjective.just because you prefer not to control means it's a good value? Or what you call universal values is god defined? Your human rights allows gay marriage while most others not willing to accept. If this is the exception than what credibility is in so called universal values? In China, that possibility awaits the growth of a democratic spirit such as that seen in Hong Kong at present.
      Here in the West, the government is not your dad. You do not live under his roof. He cannot beat his wife and children and then brag to the world about how smoothly his household runs. Here in the West one can breathe free.
      I urge you not to regard democracy as anti-Chinese. If you want a Western system to call anti-Chinese, try communism. Democracy can fit any nation or people, so long as they weren't born to be ruled, and don't prefer to live under the roof of a strict and violent dad. Cheers.

    It's interesting how Malcolm Rifkind used Japan, South Korea, India and Indonesia. India and Indonesia were colonized. Japan and South Korea were forced to opened up and adopted democracy. Japan was controlled by the US ever since they lost WW2. Korea was ruthlessly divided into North and South after WW2. South Korea received support from the US during the Korea War. If you take these facts into consideration, it's obvious how these countries came to adopt a democracy.

      There's another counter-example: Russia is "western" too. There were plenty of opportunities for Russia to become more like western Europe in terms of liberal democracy. So why did it not eventually become a liberal democracy? Why are some of America's flyover states more inclined to support a fascist dictator like Donald Trump?
      That's the same reason why some countries in East Asia have resembled the West more (it is a mistake to think of Japan, South Korea, Taiwan and Singapore as resembling Western Europe because even Japan is not that democratic - Japan is practically a one party democracy).

    World benefited more from globalization than China did, If you compare the gross global wealth figures. When Mr. Rifkind was leaving Hong Kong for Beijing worried about rule of law and claiming Chinese leaders had no clue about it, did Hong Kong had democracy? Did British allowed any form of public demonstrations, even peaceful ones, in any of its colonies?
    India, Hong Kong, Kenya, SA had British pinal codes which British used to impose laws to their own advantage on their colonial subjects (just what Mr. Rifkind thought China might do to it’s Hong Kong subjects).
    I am no fan of China or any other country for that matter but we all should coexist peacefully without threatening or demeaning others. Trump is poisoning humanity in total. Europe should stay away from his rhetorics and maintain healthy relations with other countries particularly China. Britain is left with very little choice unfortunately since Brexit. Trump will make it shine his shoes.

    Sir Malcolm Rifkind always speaks as if he is 100% correct on every issue, which has always given me concern because he is often a stranger to the truth. Of course, there are issues with firms in China being subject to state control, which is also the case on a different level in most other countries, particularly the US. Rifkind also skirts around the problem that the UK is often subservient to the US in economic policy, investment etc. It is refreshing that Professor

He lived if I remember in a little village in Cumbria and was minister of planning and while giving the go ahead for all sorts of controversial planned applications he blocked one that affected where he lived.     Regarding of companies / individuals taking orders from government to do something illegal, here is one example: Fedex purposely send Huawei mail packages to USA for inspection. I don't think Fedex did this for fun, it must take orders from USA government and decided to cooperate.
    I am not sure if USA has laws requiring companies to steal info for USA government, but regardless, USA government has way to do this regardless it is by law or not.
    As for Huawei, because it is a Chinese company, it is just convenient for people to assume it will steal info for Chinese government, even though there is no proof so far. Can we trust Huawei, not totally, just like you can't trust Cisco or any other international companies. It is the responsibilities of individual countries to safe guard themselves.

    Very simplistic views from Malcolm. To make it simple: democracy will not stop a country from using force. A strong democratic China would definitely take back both Taiwan and HK, even sooner than you know it. A democratic but weak China would definitely take back HK, but perhaps would not have the power to take back Taiwan.
    Regarding border disputes, a simple fact is China borders with many countries. That alone largely explains why China is having more border disputes. India borders with only few countries, and yet it has border disputes with China, Pakistan, Bhutan, Myanmar and Nepal.
    South China sea disputes are similarly partly due to geographical reasons. Vietnam and China are so close together inevitably there will be overlapping claims. There is nothing out of ordinary with that.
    It's depressing to see how people are blind to such simple facts by political bias.

    The very question discussed is it's own answer. A partner that deliberates aloud on whether it's more profitable to be your friend or enemy, cannot be a friend. This holds not only for people, but for nations. I even begin to wonder, how much the USA can trust a partner such as the UK.

    The Belt and Road initiative finances infra structure projects that are able to generate return on investment provided that these built facilities are properly managed when completed. Projects such as roads, harbors, railways, power station, oil and gas etc are all economic stimulants. It's a gross misconception that such projects burden the recipient countries.

      @Mahesh Shende -- Countries are like people, it's better to be given a chance to learn to manage than not given a chance at all. Question is: Is it wrong to have a program that would result in benefiting all from social-economic enhancement ? When the bank gives you a business loan you can choose to view it as an enhancement of your capital, or are you going to view it as a trap ? The cruel reality is that bank loans often have much higher risk of being a trap than inter-government project financing which enjoy much wider diplomatic flexibility. I haven't seen China spreading Communism in the belt and road initiative, have you ?

      @@billhong4216 The problem is that democratic leaders will agree to a large loan just to look good at home. They may use it to help get them reelected. The non democratic leaders will do it for the bribes. Either way, it may not be in the best interest of the people. Some are, there are few projects that have excelled expectations. But overall they are not really beneficial to their home countries for a few reasons.
      These are always built using Chinese companies and Chinese labor, so the loan goes directly back into the pockets of the Chinese. The next thing that only the USA and China seem to understand is that you cannot leave those places undefended. China said they wouldn't need to guard BRI initiatives with troops but they are already telling former generals (it is how China tests the waters on new information and helps get that information out slowly so its not a complete shock and a story. The US uses retired generals too but mostly it just leaks to the press when it wants to do the same) to talk to the press about how they would eventually need troops in the area to protect their interests.
      Btw collectivists governments don't want to spread collectivism to other nations, it makes rivals. They never get along unless they have they share an enemy.

      The biggest threat to world peace has been the US and still is. But just because the US is bad doesn't excuse the wrong doing of other countries either. The subject of this talk is about China, not how bad the US is. The Chinese Communist Party says that it has no bad intentions and wants to be friends with everyone... while they steal tech from other countries. So can we excuse bad acts, just because the US is worse in China's opinion? We must hold all bad governments to account. At least the US has laws to protect IP, while China can steal IP and not be held accountable for this theft. As a non US citizen my IP can be protected in the US. It cannot be protected in China.

As for solving poverty... the WTO say the global poverty line is $2 a day. So all you have to do is give someone $3 a day and he is technically out of poverty. That statistic can be manipulated. It doesn't mean that billions of people have a great quality of life. But what I will say is that China is doing its best to grow and be good people. I think the Chinese people are great people. I think Americans are great people. I would say the US government and its war machine is a threat to world peace and I don't trust the US government either. The Chinese people are not the same as the Chinese Communist Party. Do you think the millions of protestors in Hong Kong are scare of 1.4 billion Chinese people? They are not. The protestors in Hong Kong understand that they are fighting the rule of the Chinese Communist Party, they are not fighting the Chinese people. So we do need to be careful. It is not the 1.4 billion Chinese people we need to be careful of, it is the intentions of the Chinese Communist Party that we need to be careful of. So thank you for that warning... I will be very careful of the CCP.

    All these issues come as China arise again as a superpower. And it is of a different political system as western world. There are nothing can change, so I am reasonably pathetic about any western influence or critic will re-shape the political system. As far as the political system will be welfare and better life for Chinese people, it will stay that way. With tremendous young people get higher education, the society will be more and more civilized.

    The Marshal plan gave grant to Europe because US needed a strong Europe to face off a strong USSR.Thus all efforts were used to make Western Europe as industrialized as possible to act as a proxy to USSR, while US could deal with South America and the war in Asia.

    Why should the Belt and Road project be free? When a country agreed upon the project, it should take the responsibility to pay the debt. It is the spirit of doing business. How could some of the world leaders blame China on this problem? They didn't do anything to help those countries in Asia or Africa and just criticized without any reasons. If the business dealing is done in a fair fashion, it should be respected.
