IDK, as much as they're overusing Richard Epcar is this dub, I personally think he does Stroheim pretty well. You notice how ineffective Stroheim seems to be against the Pillar Men, even to the point of accidentally helping them? I mean, the man tries, but think: his mistakes almost caused Santana/Sanviento to escape (which he tried to prevent by blowing himself up, but for naught), he made a big show of his cyborg body and its machine gun being the “greatest in the world” only for Kars to be merely inconvenienced by the bullets and start cutting them as if he were swatting flies, and now this.
