Always have been, but up to a certain extend.. couldn't do too much But they are planing to release a mod editor soon ( Witcher 3 REDkit on steam ) AND the whole source code of the game have leaked recently so now mods creators have literally no limitation

IMO the Griffin should fly faster & camera should be further back but it looks cool
pretty cool, but it goes way to slow.
Wild griffins and basilisks that can be tamed and mounted are planned for the next updates ;)

yes there are several graphics mods but mainly graphics settings are full unlocked
