Yes the spot is far too generous, but its definitely feasible that the call on the field was 1st down, and there was not enough evidence to overturn. It really is hard to tell but the ball was absolutely passed the 35 when he went down, and he only needed to get it to just shy of the 34. If he missed it, it was by no more than a foot. So no, its not "way short".
